When someone makes a transport instrument, they must talk to people and organisations they think should be involved. They do this to make sure everyone knows what the instrument is about. You can think of a transport instrument like a set of rules for transport. The person in charge can make small changes to a transport instrument without talking to everyone if the change is to fix a mistake. This could be a spelling mistake or a problem with numbers. They can make this change on their own if they think it is necessary. The rules about transport instruments are important for keeping everyone safe and following the law in New Zealand.
