You need to know what some words mean in the Maritime Transport Act 1994. Ballast water is water taken on board a ship to control its stability. The Convention refers to the International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004, which is mentioned in several sections of the Act, including sections 271(2)(ca), 272(1)(aa), and 388(n). A ship is a vessel that comes under the Convention, and this is explained further in sections 197A, 246B to 246D, and other parts of the Act.
