The Director chooses a National On-Scene Commander. You can think of the National On-Scene Commander as the person in charge of managing responses to marine oil spills. The Director also chooses someone to replace the National On-Scene Commander if they are away or if the position is empty. The replacement person does the same job as the National On-Scene Commander while they are away. The National On-Scene Commander organises and directs the response to a marine oil spill, using resources from the Authority, which is the organisation taking action to deal with the spill.
