18General requirements for persons other than participants

  1. Every person, other than a participant (within the meaning of section 17), who—

  2. operates any ship; or
    1. is responsible for any maritime product; or
      1. is otherwise engaged in any maritime activity—
        1. shall comply with the relevant provisions of this Act and any relevant rules.
