When a rule is made under the Maritime Transport Act 1994, you need to know it must be signed by the Minister, Governor-General, or Director. The rule must also say what it is trying to achieve and who was consulted. It must clearly state what the rule requires, except in cases where the information is too big and is included by reference under section 452.
