452D: Incorporation of material in transport instruments

You could also call this:

"Rules about including extra information in transport laws"

When you look at transport instruments, you need to know that some information is included by reference. This means that the information is not written directly in the instrument, but is referred to in another document. The rules for including this information by reference are explained in section 452.

You should think of transport instruments as if they were rules when you apply these inclusion rules. This helps you understand who is responsible for the information and how it is used. The person who makes the transport instrument is the one who decides what information to include by reference.

If some information is included by reference in a transport instrument, you must treat it as part of the main regulation or rule. This is important to avoid any confusion about what the rules actually say. It helps you understand that the included information is just as important as the rest of the regulation.
