15Principles governing relationships between Minister, chief executive, and territorial authorities

  1. In achieving the purpose of this Act, the Minister, the chief executive, and all territorial authorities must take into account the following principles:

  2. the need to develop and maintain productive working relationships and enhanced co-operation among themselves; and
    1. the need for a co-ordinated and aligned approach among themselves in fulfilling their respective roles and responsibilities under this Act.
