  1. The Minister may initiate a review of—

  2. a territorial authority's performance of all or any of its functions and duties under this Act:
    1. a territorial authority's exercise of all or any of its powers under this Act.
      1. However, the Minister must consult the Minister of Local Government before exercising the powers given to the Minister by subsection (1).
