  1. The registration authority must register a food business that is subject to a national programme if satisfied that—

  2. the relevant application for registration complies with section 83; and
    1. the operator of the food business is a New Zealand resident (within the meaning of section YD 1 or YD 2 of the Income Tax Act 2007).
