"Who collects money owed under the Food Act 2014"

If you owe money under the Food Act 2014, a territorial authority must collect it if the amount is set by regulations and they are allowed to collect it. The territorial authority can only collect the money if you are not exempt from paying it. You can find more information about when a territorial authority can recover costs in section 204. The territorial authority will send the money they collect to the Ministry, but they can keep the costs of collecting it if regulations allow.
