213Dispute does not suspend obligation to pay fee, charge, levy, or penalty

  1. A dispute between a person and the chief executive about the person’s liability to pay a fee, charge, levy, or penalty under this subpart does not suspend—

  2. the obligation of the person to pay the fee, charge, levy, or penalty; or
    1. the right of the chief executive to receive and recover the fee, charge, levy, or penalty.
