187Minister to consult on terms of reference

  1. The Minister must—

  2. consult the territorial authority concerned about the terms of reference; and
    1. take into account any representations made under paragraph (a).
      1. The Minister may consult any other person, as the Minister considers appropriate, about the terms of reference.
