Food Act 2014

Provisions relating to recognition, territorial authorities, administration, and enforcement - Territorial authorities - Non-performance by territorial authority

197: Costs, charges, and expenses incurred

You could also call this:

"Who pays when someone else does the council's job?"

If a territorial authority does not do its job, someone else might have to step in. You might wonder who pays for this. The costs, charges, and expenses for doing the territorial authority's job can be recovered from the territorial authority. This means the territorial authority has to pay back the money as a debt to the person or group who did the job, such as the Crown, another territorial authority, a regional council, or a recognised agency, who were appointed to perform the functions under section 193.
