A national programme can be imposed by regulations made under section 76. You can think of regulations like rules that everyone has to follow. These rules can apply to specific food businesses or groups of food businesses. The regulations made under section 76 can also set different requirements for different food businesses. If the chief executive issues a notice setting specifications, section 405(3) will apply to avoid any doubt about what the rules mean.
