This act aims to make sure people drink alcohol safely and responsibly. It also wants to reduce the harm caused when people drink too much or in the wrong way.
The act explains what it means by "harm". This includes any bad things that happen because of drinking too much or in the wrong way. These bad things can be crimes, damage to property, deaths, diseases, people behaving badly, illnesses, or injuries. The harm can be caused directly or indirectly by drinking.
The act also says that harm includes problems for society or communities. These problems can come from the bad things listed above, like crimes or injuries. So, if someone drinks too much and commits a crime, that can harm the whole community, not just the people directly involved.
