  1. This section applies to the following proceedings:

  2. an application for the variation, suspension, or cancellation of a licence under section 280:
    1. an application for the suspension or cancellation of a licence in respect of certain offences under section 281:
      1. an application for the variation, suspension, or cancellation of special licences under section 283:
        1. an application for the suspension or cancellation of a manager's certificate under section 285:
          1. an application for the suspension of a licence for non-compliance with public health or fire precaution requirements under section 286.
            1. The following persons may appear and be heard, whether personally or by counsel, and call, examine, and cross-examine witnesses:

              1. the respondent.
