315: Governor-General may appoint members to make up required number

You could also call this:

"The Governor-General can choose people to join a licensing trust if there aren't enough elected members."

The Governor-General can appoint people to a licensing trust if not enough members are elected. You might wonder what happens if no one is elected or not enough people are elected to fill the required spots. The Governor-General can choose people to fill those spots.

If the Governor-General appoints someone to a licensing trust, that person gets to be on the trust as if they were elected. This is explained in more detail in the related legislation.

The person appointed by the Governor-General holds their position just like someone who was elected would.
