41No special licence where permanent licence or variation of permanent licence more appropriate

  1. A special licence must not be issued in circumstances where (in the opinion of the licensing committee concerned) it would have been more appropriate for the applicant to apply for—

  2. an on-licence, off-licence, or club licence; or
    1. the variation of an existing on-licence, off-licence, or club licence.
