200: Meaning of water conservation order
or “A water conservation order is a rule that limits how regional councils can use and manage water bodies to protect them.”

You could also call this:

“ Anyone can ask the government to protect a special water area by explaining why it's important and how they want to protect it. ”

You can ask the Minister to make a water conservation order for any water body. To do this, you need to pay a fee and give the Minister some information. You need to tell the Minister which water body you want the order for. You also need to explain why you want the order. When you explain why, you should try to talk about the things mentioned in sections 199, 200, and 207. You should also describe what rules you think should be in the order and how these rules would affect the water body. If the Minister needs more information from you about your request, they can ask you for it in writing.
