When the Minister decides to prepare a national planning standard, they must follow the rules in this section and in sections 58E to 58K. The Minister can think about things like whether it is desirable to have national consistency in relation to a resource management issue. They can also think about whether the national planning standard supports things like national environmental standards or regulations made under this Act. The Minister must prepare a draft national planning standard before approving it. They must publicly notify the draft and give the public, local authorities, and iwi authorities time to make a submission on it. The Minister must establish a process that allows people to make submissions and requires a report and recommendations to be made on those submissions.
