In the Resource Management Act, some words have special meanings. You need to know what these words mean to understand the Act. The word 'change' refers to a proposed change to a policy statement or plan. When you hear the term 'district plan', it means a plan approved by a territorial authority under Schedule 1. This plan includes all changes made to it. The word 'operative' means a plan or policy statement is in effect. A 'plan' can be a regional plan or a district plan. A 'policy statement' is a regional policy statement. You might also hear about a 'proposed policy statement', which is a policy statement that has been notified but is not yet in effect. There are other important terms like 'regional coastal plan', 'regional plan', and 'regional policy statement'. These terms refer to specific types of plans or policy statements. The word 'rule' can refer to a district rule or a regional rule. Finally, a 'variation' is an alteration made by a local authority to a proposed policy statement, plan, or change. These terms are all important to understand when reading the Resource Management Act.
