When you read this part of the law, some words have special meanings. A holder is a port company that has a section 384A coastal permit. A port company is an organisation that manages a port.

A port company and a port related commercial undertaking have the same meanings as in section 2(1) of the Port Companies Act 1988. A section 384A coastal permit is a special permit that allows a port company to use an area for its business. This permit must have been approved by the Minister of Transport under section 384A and still be in force.

You need to understand what these words mean to know how the law works. The law talks about port companies and their permits. It explains what a section 384A coastal permit is and what it does.
