43AAB: Meaning of district rule and regional rule
or “Rules made by local councils for their areas and regions”

You could also call this:

“A proposed plan is a new or changed plan that has been shared but isn't officially in use yet.”

In this law, a proposed plan means a plan that the local council has suggested but hasn’t become official yet. This can be a new plan, a change to an existing plan, or a variation to a proposed plan. The council must have told people about it publicly or given limited notice about it to certain people.

A proposed plan can also be a plan or change that someone else suggested, which the council has decided to use. It can also be a special kind of plan called an IPI that the council has told people about in a specific way.

There are some rules about when these proposed plans start to have an effect. You can find these rules in other parts of the law.
