80K: Regulations requiring tier 3 territorial authority to change district plan
or “Rules can be made to tell certain councils they must change their plans for building houses.”

You could also call this:

“The government leader can tell councils what to do when making new housing rules.”

The Minister can give instructions to one or more specific local councils about certain things. These instructions can be about:

  1. How many people the council needs to appoint to a special group called an independent hearings panel.

  2. What kind of experience and qualifications a person needs to have before the council can choose them for the panel.

  3. How long the council has to finish different parts of something called the ISPP.

  4. What things the council needs to tell the Minister about.

The Minister can also include what they expect the council to do in these instructions.

When the Minister is deciding what to put in the instructions, they have to think about section 80D of the law.

These instructions from the Minister are called “secondary legislation”. This means they have to follow certain rules about how they’re made public for everyone to see.
