149C: EPA must give public notice of Minister's direction
or “The EPA must tell everyone about the Minister's decision, unless there are special reasons not to.”

You could also call this:

“The Minister can tell the EPA to wait before telling everyone about a decision if more permissions are needed for a project.”

The Minister can tell the EPA to wait before letting people know about a decision made under section 149C. The Minister might do this if they think that more resource consents will be needed for the project. They might also do this if they think people will understand the project better if all the resource consent applications are put in first.

If the Minister decides to do this, the EPA must tell the local council and the person who applied right away. The Minister can change their mind at any time and tell the EPA to let people know about the decision under section 149C.
