The Minister can step in if they think finishing a proposed planning instrument will help with rights and obligations from certain laws, like a Treaty of Waitangi settlement Act or the Marine and Coastal Area (Takutai Moana) Act 2011 or the Ngā Rohe Moana o Ngā Hapū o Ngāti Porou Act 2019. You need to know the Minister has this power before a local authority can withdraw a proposed planning instrument under section 80Q. The Minister can tell the local authority in writing not to withdraw the proposed planning instrument.
