360JMinister to investigate and report

  1. If the Minister considers that a provision in a policy statement or plan has the impact described in section 360I(2)(b), the Minister must carry out an investigation to gather evidence—

  2. about the effects of the provision on economic growth, development capacity, or employment; and
    1. to assist in determining whether the criteria in section 360I(2)(b) and (c) are met.
      1. The Minister must prepare a report on the findings of the investigation that provides for the following:

      2. a summary of the investigation undertaken:
        1. an assessment of whether the criteria in section 360I(2)(b) and (c) have been met:
          1. a recommendation on whether the provision should be modified or removed by regulations.
