The Minister can approve and set up special assistance programmes to help people. You can get special assistance through these programmes. The Minister must put their approval in writing. The Minister's programme must be run by the Ministry of Social Development. The programme can say that some parts of the Social Security Act apply to it, even though it is not a benefit. This is subject to clause 21 of Schedule 3, which talks about how costs and other things can be affected by debt or insurance payments. If the Minister approves a programme, they must make it public, as Part 3 of the Legislation Act 2019 explains.

101Approved special assistance programmes

  1. The Minister may from time to time, by written notice, approve and establish welfare programmes for the purpose of granting special assistance.

  2. A welfare programme approved and established by the Minister under subsection (1)—

  3. must be administered by MSD; and
    1. may provide for any specified provision of this Act to apply to the programme and to any specified class or classes of person as if the special assistance authorised by the programme were a benefit under this Act.
      1. This section is subject to clause 21 (how costs, etc, for approved programme of special assistance may be affected by debt, or health or disability, insurance payment) of Schedule 3.

      2. A notice under this section is secondary legislation (see Part 3 of the Legislation Act 2019 for publication requirements).
