49Youth payment: requirements

  1. A person (P) is entitled to a youth payment if—

  2. P is aged 16 or 17 years; and
    1. P is study ready; and
      1. P has no dependent children; and
        1. P meets the residential requirement; and
          1. P has no or minimum income; and
            1. either—
              1. P has never been in a relationship and has a parental support gap; or
                1. P is or has been in a relationship, but is not currently in a relationship with a specified beneficiary.
