MSD (which stands for Ministry of Social Development) can make agreements with people or groups to help provide services. These services are for young people and other people who might need help from the government.

For young people, these services can be about helping them get into education, training, or jobs instead of getting money from the government. They can also be about helping young people with money matters. The government can also decide on other types of services for young people.

For people who aren’t young, the services can be about different kinds of help that the government gives. The government can also decide what these services are.

Before MSD makes an agreement with someone to provide these services, they need to make sure of a few things. They need to check that the person or group is right for the job, that they’re good at working with the people who need help, and that they can legally make and follow through on the agreement.
