The Minister can make ordinary rules for many purposes. You can think of ordinary rules as laws that help with things like safety and licensing for transport. The Minister can make rules to help with safety, security, and the environment. The Minister can also make rules to help with economic development and improving access. This includes protecting public health and making sure the transport system is sustainable. The Minister can make rules about other things related to their objectives and functions. These ordinary rules are a type of secondary legislation, which you can learn more about in Part 3 of the Legislation Act 2019. The Minister's objectives are outlined in section 169 and their functions are in section 169A. There are also rules about the Agency's objectives and functions in the Land Transport Management Act 2003.
