91CLiability to driver licence stop order

  1. A defendant who is obliged to pay a traffic fine is liable to the imposition of a driver licence stop order if—

  2. the defendant has breached the provisions of an enactment or the terms of a sentence, an order, or a direction by failing to pay the traffic fine within the time provided or fixed by the enactment, sentence, order, or direction; and
    1. the defendant's obligation to pay the fine is neither discharged, by payment in full or remission in full, nor resolved.
