146D: Publication of matters relating to point-to-point average speed system

You could also call this:

“Rules about sharing information on how average speed is checked on roads”

You need to know about something called a point-to-point average speed system. The Director has to tell everyone about two important things:

First, they must explain all the parts that make up this speed system. This means they’ll tell you what equipment and methods they use to check how fast cars are going.

Second, they have to explain how they measure the distances between different points on the road. This is important because it’s how they figure out your average speed.

The Director has to share this information in two ways. They must put it in a special government publication called the Gazette. They also have to put it on a website that the Agency runs. This way, anyone who wants to know about the speed system can find the information easily.
