186: Director must allocate unique numbers for carbon dioxide accounts

You could also call this:

“Carbon dioxide accounts get special numbers from the Director”

When someone opens a carbon dioxide account, the Director has to give it a special number. This number is unique, which means no other account will have the same number. The Director must follow the rules set out in the regulations when they assign these numbers. This helps to keep track of all the different carbon dioxide accounts.
