You can find rules in secondary legislation that say a land transport record must be created. This happens when a decision is made under that secondary legislation. The decision must be one of the types listed in regulations made for the purpose of section 168AAA(1)(a) of this Act. You need to know that these rules do not limit other powers in land transport Acts. These powers are about making secondary legislation. They still apply even if a land transport record is created. Secondary legislation is made under a land transport Act. It can require or allow a land transport record to be created. This is for a decision or something else done according to that secondary legislation.
