The Governor-General can make special rules to help when this Act starts. You need to know these rules can be about how the Act applies during a transition period. The Governor-General can also make rules to fix any inconsistencies between old and new laws, including the Transport Act 1962. The Governor-General's rules can say which parts of the Act do not apply during the transition period. You can find out more about what these rules are and how they are published by looking at Part 3 of the Legislation Act 2019. These rules are called secondary legislation. The Governor-General's rules can also give special meanings to certain terms during the transition period. They can say which old laws still apply during this time. The rules can even cover things that would normally be dealt with by other rules made under section 158.
