The Registrar can authorise people to issue licences and registration plates for motor vehicles. You can be authorised to do this if you are an agent or employee of someone who is authorised. The Registrar can also specify how you must do this job and appoint agents to notify changes of motor vehicle ownership. If you are authorised and not a government employee, you must follow the Official Information Act 1982 and the Ombudsmen Act 1975. This means you have to provide information and follow rules when dealing with official information and complaints. The Registrar has the power to decide who can do these jobs and how they should be done.
