If you are a territorial authority, you must talk to people before deciding whether to make a trade waste bylaw. This bylaw is proposed or recommended in a trade waste discharge plan. You have to follow the consultation process set out in subpart 1 of Part 5 when talking to people.

When a trade waste discharge plan proposes or recommends a trade waste bylaw, you must consult with people about the bylaw at the same time as you consult with them about the plan, as required under section 186(1).

You need to include the consultation about the trade waste bylaw with the consultation about the trade waste discharge plan, and this consultation must be done before you decide whether to make the bylaw under section 258.
