This subpart is about rules for territorial authorities that provide water services. You are a territorial authority that this subpart applies to if, 18 months before a certain date, you were providing water services and had not given control of water supply and wastewater services to a water organisation. This subpart applies to you even if it seems to contradict what is said in section 8(3) of the Preliminary Arrangements Act.
