A territorial authority can let a compliance officer give out infringement notices in writing. You need to know that the territorial authority has the power to do this under the Local Government (Water Services) Act 2025. The territorial authority can also pass this power to a water organisation.

A water organisation can then let a compliance officer give out infringement notices if the territorial authority has passed this power to them. You are affected by this if you get an infringement notice from a compliance officer. The compliance officer must be authorised by either the territorial authority or the water organisation to give out the notice.
