The Minister can make rules about documents for aviation. You need a document for things like New Zealand registered aircraft, aerodromes, aeronautical products, and people involved in aviation. The Minister makes these rules under section 52.

The rules must say what you need to do to get a document, what standards you must meet, and how long the document is valid. The Minister makes these rules under section 52. This helps keep everything fair and safe.

The Minister can also make rules that say some documents do not have to follow certain requirements, like the ones in sections 75(1)(b)(ii) and 77. The Minister makes these rules under section 52, which is linked to section 52.
