59Rules relating to national security

  1. The Minister may make rules under section 52 prescribing when an application for an aviation document or for renewal of an aviation document is an application to which national security considerations apply, which may be—

  2. on the basis of the type of activity for which the document is sought or particular circumstances relating to that activity:
    1. on the basis of circumstances relating to an applicant or to any person who will conduct the activity for which the document is sought:
      1. on any other differential basis.
