69Procedure for making emergency rules

  1. Before making an emergency rule, the Director must consult with any persons, representative groups within the aviation industry or elsewhere, government departments, and Crown agencies that the Director in each case considers appropriate.

  2. Before making an emergency rule, the Director must—

  3. be satisfied that the rule—
    1. will, to the extent that is practicable, facilitate conformity with the applicable standards of ICAO relating to aviation safety and security; and
      1. is not inconsistent with New Zealand’s international obligations relating to aviation safety and security; and
      2. have regard to, and give the weight that the Director considers appropriate in each case to, the criteria specified in section 72.
