405Consequences for failure to comply with requirements

  1. A constable may arrest a passenger without warrant if the passenger,—

  2. without reasonable excuse, refuses or fails to comply with a requirement under section 404(1) or (2); and
    1. persists in that refusal or failure after being warned by the Director or person authorised by the Director that the passenger may be arrested for committing an offence by that refusal or failure.
      1. The passenger commits an offence and is liable on conviction to a fine not exceeding $1,000 if, without reasonable excuse, the passenger—

      2. refuses or fails to comply with a requirement under section 404(1) or (2); or
        1. gives to the Director or person authorised by the Director in response to the requirement details that are materially false or misleading.
