When you read this part of the law, some words have special meanings. The word applicant refers to you if a decision is made about you, or it can be the owner of an aircraft if a decision is made about that aircraft. You are also an applicant if you are in charge of an aircraft at the time a decision is made.

The word decision means a choice made by the Director, who is in charge of civil aviation, or someone they have given permission to make decisions. This decision can include the steps taken to make that choice. A final decision is a decision made by the Director under a specific part of the law, which you can find in section 448.

The word reviewer refers to a person chosen to review decisions, as stated in section 449. This person can be a reviewer or an interim reviewer, which means they are reviewing decisions for a short time.
