Civil Aviation Act 2023

Rules - Emergency rules made by Director - Provisions concerning emergency rules made by Director

71: Emergency rule prevails if inconsistent with rule made under subpart 1

You could also call this:

"In an emergency, the emergency rule is followed, even if it disagrees with another rule."

If you have an emergency rule and a rule made under subpart 1 that say different things, the emergency rule is more important. The emergency rule will be followed even if it is different from the other rule made by the Minister or Governor-General under subpart 1. This means the emergency rule comes first if there is a disagreement between the two rules.
