You also commit an offence if you have a licence to operate these flights, but you do not follow the terms and conditions of the licence. 193Operating unauthorised non-scheduled commercial international flight or carrying on non-scheduled commercial international flight contrary to licence

  1. A person commits an offence if the person—

  2. operates a non-scheduled commercial international flight to which section 189 applies contrary to the provisions of that section; or
    1. is the holder of a licence under this subpart and carries on a non-scheduled commercial international flight in a manner contrary to the terms and conditions of the licence.
      1. A person who commits an offence against subsection (1) is liable on conviction,—

      2. in the case of an individual, to a fine not exceeding $30,000:
        1. in the case of any other person, to a fine not exceeding $200,000.
