This Act applies to the government, which is also known as the Crown. You need to know that the government must follow the rules in this Act. The Act does not apply to the New Zealand Defence Force, unless it says so in the Act or another law.

The New Zealand Defence Force is exempt from following the rules in this Act, except in certain situations. You can find more information about this by looking at other laws, such as the one found at this link. This exemption means the Defence Force does not have to follow all the rules in the Civil Aviation Act.
