425Processing application or providing service may be declined if fee, charge, or levy unpaid

  1. The CAA, the Director, the Secretary, or other person asked to process an application or provide a service under this Act may decline to process that application or provide that service until—

  2. the appropriate fee, charge, or levy has been paid; or
    1. arrangements acceptable to the CAA, the Director, the Secretary, or other person for payment of the fee, charge, or levy have been made; or
      1. an outstanding debt in relation to any fee, charge, or levy payable under this Act or the regulations has been paid.
        1. The CAA, the Director, the Secretary, or other person must not decline to process the application or provide the service under subsection (1) if declining to process the application or provide the service would put the safety of any person at risk.
