Replace section 9(1)(e) with:
regulating (other than on a road as defined in section 2(1) of the Land Transport Act 1998) traffic, whether pedestrian or vehicular, and the provision and use of parking places for vehicles at the airport:

For the purpose of a bylaw to which subsection (7) applies, the definition of enforcement authority in section 2(1) of the Land Transport Act 1998 and sections 22AD(1A), 139(7), and 141(8) of that Act (as they were immediately before the date on which section 487 of the Civil Aviation Act 2023 came into force) continue to have effect despite their repeal by section 486 of the Civil Aviation Act 2023.
